In 1995, the Greater Vancouver Regional District and Chapter 85 of the Recreational Aircraft Association of Canada established a Licence Agreement whereby Vancouver RAA Chapter 85 would operate Delta Heritage Air Park for the GVRD. The Licence Agreement was renewed in 2000 and on 15 July 2005,  GVRD Parks approved renewal of the Licence Agreement for the period July 2005 - July 2015.
