The twenty-eighth session of the Committee on the Elimination
of Discrimination against Women took place at United Nations Headquarters
in New York from 13 to 31 January 2003. The Committee reviewed
the reports of eight States parties, including the Fifth Periodic Report
of Canada.
The B.C. CEDAW Group is a coalition
of women’s non-governmental organizations that are committed to advancing
the equality interests of women and girls. The coalition came together
to prepare this submission to the United Nations Committee on the Elimination
of Discrimination Against Women, on the occasion of the Committee’s review
of Canada’s Fifth Report. The BC Coalition of Women's Centres
is a member of the B.C. CEDAW Group.
Canadian women's organizations set the agenda for
the CEDAW Review of Canada's 5th report. The national report,
prepared by the Feminist Alliance for International Action (you can
find it at www.fafia.org) and the B.C. report, prepared by our B.C. CEDAW
Group, provided Committee members with a detailed and - to them
- surprising picture of the situation of women in Canada. Our reports informed
and balanced the review process.
Committee members asked specific questions about B.C., realizing
that the cuts and changes to policies represent backwards movement for
women in this province. They are very concerned about how Canada can
have consistent compliance with the Convention across all jurisdictions.

The Government of British Columbia
based it's evidence of compliance to the CEDAW on
measures that were in effect between 1994 and 1998. Almost
all of these measures have been changed or abolished
since May 2001 when the current provincial government was elected.
