- The Bill Stamp Act stated that the stamps had to
be cancelled across their face by the signature
- (or initials) of the instrument's creator or recipient
so that each stamp could be clearly associated
- with the instrument to which it was attached. The
stamps were usually cancelled with initials
- and/or the date. After October 1st, 1865 banks and
clearing houses were allowed
- to cancel the stamps with a rubber hand stamp.
