GENERAL RULES AND REGULATIONS
SECTION # 1----TEAM REGISTRATION & FEES
1.1 A team desiring entry into the C.D.M.D.L. must complete a team application
form each year that must be returned before the stated deadline and must be
accompanied by a deposit fee, that is to be determined by the Board.
The fee is only refundable in full if the Board rejects the team application.
(a) A team application form not properly completed may be cause for rejection.
(b) A separate application form is to be completed for each team.
(c) No two (2) teams names may be identical.
(d) A team wishing to change its registered name must advise the League
Secretary in writing by the close of registration.
1.2 Team application forms will not be received by the C.D.M.D.L. until fourteen (14)
days prior to Annual General Meeting. Applications received after the closing date
set by the board will only be accepted at the discretion of the Board.
1.3 Team fees, to be determined by the Board prior to each season, must be paid in full
to the League Treasurer not less than fourteen (14) days prior to the commencement
of the first (1st) League game.
1.4 Team fees must be paid in cash, money orders or cheques from the team captain,
or team sponsers. Team Captains are the only authorized agents of teams,
and will be considered responsible to meet specified dates and for any cheques
not cleared immediately.
SECTION #2---TEAM SELECTION AND
DIVISIONAL ASSIGNMENT
2.1 The C.D.M.D.L. Board will convene after the application deadline to consider the
Applications for the upcoming season.
2.2 The successful team applicants will under circumstances be assigned to;
(a) The lowest division if applicant is a new Member Team of the C.D.M.D.L.or,
(b) The same division the applicant concluded playing in the prevous season,
unless promotion or relegation dictates otherwise, or
(c) A higher or lower division, or
(d) The Board shall be solely responsible for drawing up the League schedule and
Assigning teams to divisions.
2.3 Notwithstanding section 2.2 the procedure concerning team promotion and
relegation may vary from season to season. Any team affected by it will
be notified within seven (7) days of assignment.
2.4 The C.D.M.D.L. Board may reject the application of a team applicant who
is not in good standing with the C.D.M.D.L.
2.5 A Member Team applicant who is rejected pursuant to section 2.4 or any
other reason will be refunded the application fee in full.
2.6 A team applicant may be requested to change its name prior to receiving acceptance.
SECTION # 3---PLAYER REGISTRATION
3.1 A player desiring to play in the C.D.M.D.L. must;
(a) be a registered player of a Member Team.
(b) not less than eighteen (18) years of age.
3.2 Registration of a new or replacement player may only take place with the
permission of the Board, and players are only eligible to play after the
registration has been recorded by the League Secretary, not less than forty-eight
(48) hours prior to the next scheduled match. Teams replacing a player will be
charged a fee, which is set by the board.
3.3 Any player dismissed from a team may register with another team on or before
the mid-point of the published League schedule. A player may only sign for another
team provided he has not 'quit' his previous team. Any aggrieved player may appeal
this ruling to the Board whose decision will be final and binding.
SECTION # 4---C.D.M.D.L. COMMUNICATION
4.1 Correspondence that is returned to the C.D.M.D.L. because of a team's failure
to comply with Section 1.1 (a) will not be remailed.
4.2 C.D.M.D.L. under normal circumstanses will not communicate by letter with
individual players, but instead will communicate with respective team captains only.
4.3 Except for day to day routine business matters, the affairs of important nature
should be dealt with by written communication.
4.4 Team's in their communications with other agencies, will represent their respective
team only, and not the C.D.M.D.L.
4.5 All changes to home base, addresses, and phone numbers, etc, must be communicated
by telephone to the Secretary, and confirmed in writing.
4.6 Results must be phoned into the League within twenty-four (24) hours by the
winning captain. Scorecards must be forwarded to the League to confirm the
results prior to the following week's game. In the event of a tie game, the
home team will assume this responsibility. Failure to comply with these rules
could result in the loss of points.
SECTION # 5 DISCIPLINE CHARGES AND PUNISHMENT
5.1 The Executive shall select three (3) members from each division in the League
from which the executive shall select five (5), to form a Discipline Committee
if required. No member will be selected if action is being contemplated against
his team or a team in his division. A Member of the Executive will in all cases
chair Discipline Committee Meetings.
5.2 Any member wishing to prefer charges against any other member shall do so in
writing, a full description of the alleged misconduct and names of witnesses who
will testify shall be contained therein. Such written charges shall be in the
hands of the Executive within five- (5) days of the alleged missconduct.
Under no circumstances shall any charges be accepted after the expiration
of five- (5) days.
5.3 An accused member shall be notified in writing by the Executive that he is
required to attend before a Discipline Committee. The alleged misconduct shall
be written out in the notification along with the names of all witnesses and
the person making the allegations. Such notification shall be given a full
seven (7) day's before the date of the hearing. If an accused member fails
to appear before the hearing after being duly notified in writing seven
(7) day's prior to the date of the hearing the Discipline Committee will
conduct the hearing in his absence and will make their ruling after listening
to the evidence. One of the members shall act as recorder and give a written
report to the Executive on the result of their findings within twenty-four
(24) hours of the hearing. This will be subsequently confirmed in writing.
5.4 The Disciplinary Committee shall, if finding an accused member guilty of the
allegations made against him, hand down one of the following punishments;
(a) Reprimand
(b) Suspension
(c) Expulsion
No member shall receive more than one (1) reprimand during a season, on a
second conviction he shall be suspended or expelled.
5.5 Any Member Team defaulting any scheduled league game will be reprimanded
and awarded NIL points and NIL games for. The offended team will be awarded
two (2) points plus games for based on their aveage of games for to that point
in the season. Teams defaulting a second time in league play during the same
season will be automatically expelled and all points in the season will be voided.
All future games scheduled against an expelled team will be classed as a "BYE".
Defaulting team players may be eligible to apply for registration for another team
after a period of twenty-one (21) days. This will be dependent on actual attendance
at past league games as recorded on game score cards, and at the sole discretion of
the Board. The League Statistician will amend the Division Standings as if the
expelled team never played.
5.6 In the event that a player or team notifies the League they are unable to fulfill
their obligations and advance to the next round of a competition, every attempt
will be made to contact runners-up to substitute, if time allows.
SECTION # 6----APPEALS
6.1 Any member receiving a punishment at a Disciplinary Hearing may appeal his
punishment and/or conviction to the Executive. Such appeals shall be made to
the Board within forty-eight (48) hours of the hearing. The Executive shall
then appoint an independent three- (3) man Appeals Committee chaired by the
President or a designated Board Member. They shall meet within three (3) days
and after reviewing the appeal, shall either uphold or dismiss the appeal and
their decision shall be final and binding.
SECTION # 7-RULES OF PLAY
In general, the rules of the British Darts Organization will be embodied
except where they conflict with C.D.M.D.L. All matches in league and
competition play shall take place on a Wednesday evening, 7:30pm. Start.
An allowance of fifteen (15) minutes will be allowed in regular and knockout
play only. There will be no allowance in any other competitions.
Teams having a minimum of six (6) players shall start promptly at the
scheduled playing time.
7.1 DARTBOARD
The dartboard shall be of the standard clock with double bull pattern and
shall be of a bristle/fibre type board. The centre of the bull shall be
5ft 8inch or 1.73m high.
7.2 THROWING DISTANCE
The minimum throwing distance shall be 115 ¼ inch measured diagnally from
the centre of the bull to the oche line that will be clearly marked.
7.3 TOEING THE LINE
Because of a variance in lines and width of lines the FRONT of the oche line
shall be accepted as the "Legal line". If player is in breach of this rule the
opposing skip should notify the players skip, who will in turn notify the
offending player in the presence of the opposing skip. Any dart subsequently
thrown in breach of this rule shall not score.
It is the responsibility of the Team Captains to ensure that the measurements
as in 7.1 and 7.2 are maintained in their home venue
7.4 SCORING
(a) All dart games in the League shall be played with an open start and double finish,
and the centre bull counting as double 25.
(b) It is the responsibility of each player to ascertain that the scorekeeper has
called the correct score before removing his darts from the board. Protest about
the score attained after the darts have been removed will not be upheld.
(c) Darts shall only score if the point remains in or touches the face of the board
within the outer double wire.
(d) The player at the oche line may request from the scorekeeper what score has been
hit or what score is required. This information shall be given, but in a manner
that gives no help to the player, (i.e, 32 left, not double 16).
(e) In team play, a team member may help a player providing he steps back from the
line. Team members shall not be allowed to stand by the player on the line to
tell him what to shoot for.
(f) If a score be wrongly recorded or subtracted, and not corrected before the same
player or teammate throws any dart the score will be deemed to be correct.
Scores shall be clearly marked on the chalkboard showing both the score made and
the score left.
7.5 ORDER OF PLAY
The order of play in all events shall be determined by bulling up, with the home
team throwing for the bull first at all times, and in all games. The winner of the
bull shot will start the game. The order of play shall be clearly marked on the
chalkboard using the names of the players. In league triples and knockout
competition spares may be substituted at the completion of any leg.
7.6 SCOREKEEPING
The home team shall be responsible for keeping score in league play. In
Competition play, no matter where the venue a toss of a coin will determine
who is the home team, and then that team is responsible for score keeping.
If captains agree the game may be played on a "chalk your own score"agreement.
7.7 SCORECARDS
(a) Official scorecards shall be issued to all team captains, and they shall be
responsible for providing their team scorecard at the time of their matches.
(b) Players scoring 180's or finishes of over 100 shall have their names recorded
on the scorecard and the opposing team's captain shall initial the entry.
(these scores go towards MVP points) Failure to record these scores will result
in the loss of the points, and requests to register them at a later date will
be denied.
(c) Both captains shall sign both scorecards, where designated at the completion
of the match, and this signifies that they are in agreement as to the score
recorded. Protests shall not be allowed after the League has received the cards.
(d) The winning team captain shall be responsible for returning the scorecards to
the league prior to the following weeks match, he or his designate will also phone
in the results to the League answering machine within twenty-four (24) hours of the
match. In the event of a tie the home team captain will assume this responsibility.
(e) If scorecards are not received promptly, as above, the captains responsible will
be referred to the Disiplinary Committee for action.(see 5.4)
7.8 PENALTIES
In the case of league and knock-out play, teams who do not field the required
number of players at the expiration of the fifteen (15) minutes extension shall
forfeit the match and the points for that match. In triples and doubles
competitions teams shall not be allowed to play shorthanded.
7.9 POSTPONEMENTS
The Executive shall only sanction any postponement, and only then if both
teams concerned agree that extenuating circumstances warrant a postponement.
7.10 PROTESTS
In disputes regarding playing coniditions viz.position, type, height, length
of throw, condition of the dartboards tow-line, lighting, ect, a protest must
be made before play commences, otherwise once play has commenced, this will
signify that playing conditions were satisfactory and agreed to by the competitors
taking part in the match. Failing settlement of any complaint on the spot, the
match shall be played under protest and the scorecard shall be marked accordingly.
Protests must be made in writing, full reason being stated and must be delivered
together with the scorcard to the league within forty-eight (48) hours of the match
having been played. Such protests shall be accompanied by a protest fee of $20.00,
such fee to be refundable at the discretion of the Executive. The Executive whose
decision shall be final and binding shall hear all protests.
7.11 UNREGISTERED PLAYER
No unregistered player shall play for any team in the League. Contravention of
this rule shall result in the forfeiture of the match, and all points accrued by
the offending team.
7.12 PRACTICE PLAY
No player shall practice on boards next to boards on which a match is
being played.
7.13 PLAYING AREA
Guidelines as issued from time to time are intended to set minimum standards
for teams or locations wishing membership in the C.D.M.D.L. In all cases it is
the right of the visiting team to insist that these guidelines be adhered to,
and to report to the league any deficiencies. When available more than the
minimum required number of board should be used to accommodate members who
may have to leave as soon as possible.
7.14 INTERPRETATION
In the event of any doubt arising as to the intention or purpose of the General
Rules, or in the case of any matter not covered or fully covered herein, the
matter shall be referred to the Executive, and their interpretation of/or
decision shall be final, and the underlying principal shall thereafter become
embodied in the General Rules.
7.15 SUPPLEMENTARY RULES
All players are reminded to ensure they are familiar with any supplementary rules
that may be issued to accommodate any season's requirements. Supplementary rules
shall take precedence over General Rules where they may be in conflict.
SECTION # 8 TROPHIES
LEAGUE
Annual Trophies Will be awarded to the first and second place teams in each division.
Individual Awards Will be presented to the players on these teams. A maximum of eight
(8) players per team will be recognized.
KNOCKOUT COMPETITION
Annual Trophies Will be awarded to the first and second placed teams in this
competition.
Individual Awards Will be presented to individual players on these teams. A maximum of
eight (8) players per team will be recognized.
SINGLE COMPETITION
Annual Trophies Will be awarded to the first and second place players in this
competition.
Individual Awards Will be presented to the first, second, and third place players
in this competition.
DOUBLES COMPETITION
Annual Trophies Will be awarded to the first and second placed teams in
this competition.
Individual awards Will be presented to the first, second, and third placed
players in this competition.
TRIPLES COMPETITION
Annual Trophies Will be awarded to the first and second placed teams
in this competition.
Individual Awards Will be presented to the first second, and third placed
players in this competition.
SUPPLEMENTARY AWARDS
Individual Awards Players, who score (180) for the first time as a CDMDL member
in league and/or competition, will be awarded a trophy. Subsequent
to the first (180) the statistician will keep a running total.
After 15 (180's) are achieved a master plaque (1st master) is
awarded. After each subsequqent 15 (180's) a plate recognizing
2nd, 3rd, etc will be awared. Players who score a maximum finish
(170) will be awarded a trophy.
PLAYER OF THE YEAR
Annual Trophy Will be awarded to the player who achieves the most points
based on individual achievements and final placing in all
league play and competitions during the season. Scores of 180
and finishes of 170, and other finishes of over 100 will be
recognized.
Divisional Awards
In each division the player who achieves the most points as
above will be recognized.
Note: Annual trophies remain the property of the
C.D.M.D.L. Players wishing to take possesion of master trophies,
must sign for and are liable for their return to the league in
good order by the deadline of 1st March the following year.
Teams and individuals may be assessed the costs for damaged or
lost trophies.
SECTION # 9 ---PUBLICITY
9.1 A Boardmember will normally be delegated the responsibility of
publisizing events that the league is hosting, ie meetings,
tournaments banquets.
SECTION # 10---CO-ORDINATION
10.1 A Board member will normally be delegated to co-ordinate events and
communicate with team captains and other Dart Bodies. He will also
co-ordinate the return of all annual trophies prior to the
March 1st deadline.
