CHP PROGRAM STATEMENT ON PROPORTIONAL REPRESENTATION
The CHP affirms that Canada's present pluriality electoral system does not
result in a democratic representation of the people in Parliament.
This 1994 CHP Convention affirms the following remedial action:
- True democracy requires that Canada's electoral system be revised
to one that incorporates Proportional Representation.
- Recognition of Canada as a federation of provinces requires that this
also be reflected in a revised electoral system of Proportional Representation.
- The CHP therefore adopts as national policy a Provincially Organized
Mixed Member Proportional (MMP) electoral system for Canada that would:
- use the "two vote" system for all Canadian provinces;
- use a 50 / 50 split between ridings and list representation;
- provide slight revisions to provincial representation;
- use a varying threshold for each province as required;
- not be used presently in Yukon, NWT and Nuvatut due to low population.
- CHP will monitor and scrutinize changeovers to Mixed Proportional
Representation in Italy, New Zealand and South Africa to learn whether this
policy might be further improved.
- CHP will assume a leading role, and will seek the cooperation of other
federal parties in establishing a multi-party Canadian Electoral Reform Coalition,
with a view to the future acceptance of this policy and the enactment of such
sstem by the Government of Canada.
