I have installed 819696 DirectX 9.0b End-User Runtime but Windows Update keeps wanting to install it again. I have successfully installed it several times.

1.  Try this first:
Security update for Windows (819696) is re-offered even though DirectX 9.0b is installed

2.  Otherwise: Download DirectX 9.0C Redistributable for Software Developers - Multilingual
Choose the Save option, NOT Open.  Burn to CD for future use if desired.
3.  Reboot.
4.  Disable all unnecessary applications including antivirus, spyware blockers, download accelerators etc.
5.  Double click the saved file and follow the prompts.
6.  Reboot and try update again.
