With the release of Microsoft Security Bulletin MS04-004 on 2 February 2004

Install MS04-004 (832894) and the scroll issue should be gone

This replaces 824145, so if 824145 is not yet installed, install 832894 and you are covered.

There are known issues with 824145, most common is a scroll issue.

As a workaround, you could uninstall it in Add/Remove Programs.
It is not listed with the other hot fixes. Instead is "Internet Explorer Q824145"
