Cutting a Mpeg movie
Start the TMPGEnc program
From the File tab, choose 'MPEG tools'

Then click on the 'Cut/Join' tab.
A. Add the Mpeg movie you want to edit
B. Choose the video type you are trying to edit. In this you would select MPEG-1 Video-CD because that's the format we are editing.
C. Choose where you want to save your output file.
D. Select the movie you want to edit.
E. When you have selected the movie you want to edit, click the 'Edit' button.
The screen shown below should pop up next.

Use the slider bar at A or the range setting at D to pick where you want the movie clip to start from. After you have picked your starting point, click on the begin mark button at B. Then move the slider bar to the point where you want the movie clip to end and click on the end mark button at C. When you are done click on the "OK" button and hit the "Start" button and your new movie clip will be saved. (Note: It will take a while for your movie clip to be saved.) After you cut the first half, you have have to cut the other half of the movie. So move the slider to the point where your first movie clip ended and make it your starting point. Then go through the same procedure you did for the first cut and you should now have two new mpg files that will fit on two CD's.
Make sure that you do not make the movie clip too long or it will not fit on the CD. So if you are doing part 1 of the movie, then you should make it about 1 hour long and it should fit onto a CD. If you are using 700MB CD's then you can go up to about 1 hour and 10 minutes for the first part of the movie. The second part should fit onto the second CD with no problems.
Joining a video

Joining a video is even easier than cutting. Just add the two videos you want to join and set everything up the same as before. Then hit the start button and your video will be joined. To join the videos, both of them must be the same. For example, you can't join a 25 fps video with a 29.97 fps video. Neither can you join a 352 x 240 video to a 352 x 288 video.
