The History of Birmingham's Museum and Art Gallery

Thomas Clarkson Osler was a Birmingham glass manufacturer whose factory made stunning and hugely expensive glass merchandise (including chandeliers and even glass thrones) and shipped them all over the world. He was perceptive enough to realise money drawn from the rates alone would not be enough to found a world class collection, and he set a precedent for others to follow when in 1871 he established the "Public Picture Gallery Fund" with a gift of £3000. Four years later Joseph Chamberlain donated a further £1000 for the purchase of Industrial Art. In 1881 the great industrialist Richard Tangye followed their lead with a very significant donation of £10,000, and the Tangye family donated their Wedgewood china to the institution to help in founding its collections. Contributors were drawn from all classes, however. Thomas Collier Barnes, a glassblower working for Osler, entered and won the International Workmen's Exhibition in 1870 with his collection of glass vessels. Half of the prize-winning exhibit went to the Royal Collection, and most of the rest he gave to the Birmingham Museum to establish a collection of "glass articles having skill or artistic merit displayed in them". Accordingly, with the co-operation of the South Kensington Museum, the foundation of today's extensive glass collections were laid - which still includes some of Barnes' own work.

The subject of our present memoir is the recently appointed working-class member of the Birmingham School Board, where he fills the vacancy occasioned by the resignation of Mr. W. J. Davis. The relation of a few in­cidents in his career will prove the fitness of the selection, and at the same time show of what stuff our leading artisans are made. Mr. Barnes is a labour representative in the truest sense of the term. He is a working glass-maker, in the employ of Messrs. F. and C. Osler, and holds the prominent position of Secretary to the Flint Glass-makers' Associa­tion of Great Britain. As a workman, he would seem to have set before himself, as an ideal, the artist craftsman of the middle ages, to whose versatile powers all kinds of art were alike. Thus, in the Bingley Hall Exhibition of 1865, he figured both as a glass worker and landscape painter, and obtained honours in each class. When the Society of Arts in London, acting in con­junction with the Chambers of Commerce in Birmingham, determined to send a number of skilled artisans to the Paris Exhibition of 1867, to view the exhibits of all nations in their respective trades, and to report upon them, Mr. Barnes was chosen to represent the glass trade. The interesting volume of these reports, which was published soon after, had a great deal to do with the formation of that public opinion which demanded, and obtained, our present system of National Education. At the time we speak of, the cry was all for technical education-that artistic and scientific training in which the Continental artisan was supposed to have so long a start of us. The artisan reporters of Birmingham had, almost to a man, pressed this point very strongly, and a few of the more earnest among them formed a society for the promotion of art and science culture among the masses. They met weekly, to read papers and discuss; but, not content with mere talk, they established gratuitous classes for technical teaching wherever large-hearted people could be found to grant the free use of rooms for the purpose. Mr. Barnes took an active part in this work, and the Rev. R. B. Burges, who was one of the most generous helpers in the movement, gracefully alluded to the fact when supporting the nomination of Mr. Barnes on the School Board, that he had been associated with that gentleman in educational matters long before education was thought much of in Birmingham. Later on, we find Mr. Barnes, in conjunction with his brother, exhibiting a case of artistic glass at the Work­men's International Exhibition, held in Lon­don, in 1870. Their joint exhibit obtained the distinguished and unique award of two gold medals-the first prize of the exhibition. Some of the articles were purchased by the Queen; the remainder were secured for the Art Gallery and Museum of Birmingham, where they are permanently located as illus­trations of English glass work. Again was Mr. Barnes chosen to represent his trade at the International Exhibition of Vienna, this time by the Society for the Promotion of Scientific Industry, and his report on this occasion, as on the former, is full of valuable suggestion and information. With such credentials, it is not surprising that he was, not long since, invited to become a member of the Art Purchase Committee of the-Town Council, where, we believe, he has done some quiet and useful work; or that he has been selected for his present dignity, where his intimate knowledge of the practi­cal requirements of artisan education cannot fail to be of service to his colleagues.

Last Will and Testament of Richard WHEATLEY, dated Aug 30, 1899 with a Codicil dated Dec 09, 1901. Proved in Lichfield on Dec 20, 1907.

This is the last Will and Testament of me Richard Wheatley of 42 Brougham Street Aston juxta Birmingham in the County of Warwick Gentleman.

I direct that all my just debts funeral and testamentary expenses be fully paid and satisfied as soon as conveniently may be after my decease. I appoint my daughters Elizabeth Adelaide Wheatley and Kate Minnie Wheatley Executrixes of this my Will. I give devise and bequeath all the real and personal estate goods chattels and effects which I may be seized or possessed of or entitled to at the time of my decease unto and to the use of my said daughters Elizabeth Adelaide Wheatley and Kate Minnie Wheatley absolutely in equal shares as tenants in common but if either of my said daughters shall die in my lifetime without lawful issue then I give devise and bequeath the whole of my property unto and to the use of the Survivor of them the said Elizabeth Adelaide Wheatley and Kate Minnie Wheatley absolutely for her own separate use.

In witness whereof I have hereunto set my hand this thirtieth day of August One thousand eight hundred and ninety nine.

This is a Codicil to the above written Will of me Richard Wheatley dated the thirtieth day of August One thousand eight hundred and ninety nine.

I give and bequeath to my Son Oliver Wheatley whatever sum of money there may be standing at my death to the credit of my Bank Deposit Account re Oliver Wheatley and in all other respects I confirm my said Will.
