My name is Alex Thomas and I am a Constable with the Edmonton Police
Service,South Division. I am currently tasked as the Community Liaison
for your area for EPS. As such, I send this letter to you to inform
you of my position and offer you my contact information.
In September 2005 a program called Report A Drug House was initiated
in the South side. The program focuses on possible drug houses or
suites within complexes and terminating the operation at these locations
through anonymous tips. This initiative would not be successful without
your help and I feel this is a great relationship between the Edmonton
Police Service and the community.
I believe developing connections between police and community stake
holders such as yourself is vitally important in ensuring your concerns
are addressed. Please feel free to contact me directly and discuss
any outstanding issues or concerns.

Hello everyone,
First off, let me introduce myself. I am the Staff Sergeant in charge
of the Old Strathcona Foot Patrol program for South Division. I have been
in my position for approximately 3 months and although I have not had an
opportunity to meet most of you, I can assure you that my staff and I have
been working diligently to try and improve the quality of life in and around
Old Strathcona.
As many of you are aware through the information you have received
from Cst. Thomas, we have as of March 20th, doubled the number of Beat
constables assigned to the area, and expanded the boundaries for the program
to between the areas of 99th street - 109 street, and north and south between
Saskatchewan Drive and 76 Avenues. Furthermore, as indicated by the recommendations
below, we are attempting to tackle other issues that arise from the entertainment
district of Whyte Avenue. Please feel free to contact me if you require
further explanation of the recommendations outlined in point # 3 below.

Attached hereto is confirmation of the Community Services Committee
recommendations which arose out of the Bar Safety report which went to
CSC on March 13, 2006.

At the March 13, 2006, Community Services
Committee meeting, the above noted item was considered at which time the
following motion was passed:
1. That Administration prepare an interim
report for the July 10, 2006, and a final report for the September 18,
2006, Community Services Committee meetings outlining the outcomes of the
"Responsible Hospitality Institute" process.
2. That Councillor Leibovici's Advisory
Group on Bar Safety be considered as a stakeholder in the "Responsible
Hospitality Institute" process.
3. That Administration prepare reports
for the following:
a. Pedestrian street and back-alley lighting
on Whyte Avenue addressing technical and funding issues.
b. In consultation with Edmonton Taxi
Cab Commission, review the stands issue on Whyte Avenue and present recommendations
to the Committee.
c. In consultation with Edmonton Police
Services and Alberta Gaming and Liquor Commission, lead in the formation
of a more-formally integrated enforcement model.
4. That the Edmonton Police Service recommendations
related to Provincial regulations governing licensed premises be added
to Administration's discussions with Alberta Gaming and Liquor Commission
scheduled to take place in April, 2006.
