Expert Testimony - Dr. Rick

To Whom It May Concern:
Based upon my qualifications, the body of literature
that I have reviewed and, the extensive academic studies that I have made,
I am able to provide expert opinion evidence in the area of police shootings.
I am prepared to testify to these opinions, at trial, if called upon to
do so.
Qualifications
- My expertise lies in the area of police shootings.
I have written several published papers concerning this subject. My
Master of Arts thesis entitled "Aspects Of Police Use Of Deadly
Force In British Columbia: The Phenomenon Of Victim-Precipitated Homicide"
received international attention upon release - in the media, police
training circles and, the academic world. In November 1999, I was awarded
the Lieutenant Governor's Award for Meritorious Service in recognition
of the academic research that I have conducted in relation to police
shootings.
- Portions of my original research have been published
in scientific academic journals that include the American Journal "Policing:
An International Journal of Police Strategies & Management"
- Volume 21, Number 3, 1998 as well as the British Journal "The
Police Journal: A Quarterly Review For The Police Of The World"
- Volume LXXII, Number 3, 1999 and Volume 73, Number 3, 2000.
- I have co-authored two academic criminology
textbooks that are currently being utilized throughout Canadian universities
and colleges - "Canadian Police Work" (1999), and "Community Based Strategic
Policing" (2006). I have also written a chapter pertaining
to "suicide by cop" within the U.S. textbook "Suicide By Cop: Inducing Officers To Shoot" (2004). In addition, I have written over
a dozen articles have been published in non-refereed journals in countries
that include the United States, Canada, Australia, New Zealand, and
Great Britain.
- I have testified in U.S. Federal Court in Los
Angeles, California and in the Canadian provinces of Alberta, British
Columbia and Ontario as an expert witness. I have also provided expert
opinion to attorneys in Alberta, British Columbia, California, Colorado,
Iowa, Massachusetts, Newfoundland, Ontario and Oregon in regards to fatal and
non-fatal police shootings within their jurisdiction. This includes
the preparation of expert opinion reports that comply with Federal Rules
of Civil Procedure in the United States of America.
- In addition, I have provided assistance to police
personnel investigating fatal and non-fatal police shootings in Australia,
Canada, New Zealand, The Netherlands and the United States. I am also a trained crisis negotiator. I have provided crisis intervention training to various police agencies including the Western States Hostage Negotiators Association (2006). By request,
I have made several presentations of my on-going research throughout
the North America, including at the FBI Academy in Quantico, Virginia and in Washington, D.C.
