Romanow Highlights
Expanding Coverage – Romanow wants the Canada Health Act
amended to extend Medicare coverage to diagnostic services, such as MRIs
and CT scans, and to homecare for the mentally ill, the dying and people
recently released from hospital.
Prescription Drugs – Romanow is calling for a National
Catastrophic Drug Transfer. The idea is to cap the amount individuals will have
to pay for any prescribed drug at $1,500 a year – so that illness doesn’t
result in financial ruin. Eventually, Romanow would like to see the Drug
Transfer program expanded into a national Pharmacare plan that would cover the
full cost of all prescription medication. Romanow is also calling on the federal
government to change existing drug patent laws – with the goal of opening the
market for more low-priced generic drugs.
Primary Care – One of the main goals of the Romanow
report is to convince the federal and provincial governments to make major
changes in the way primary health services are delivered. In particular, Romanow
wants to establish a national network of group health centre that would act as
"one-stop-shopping" for patients in need of medical attention. Romanow
points to the Group Health Centre in Sault Ste. Marie, Ontario as an example.
The centre, started in the 60s by the Steelworkers union, brings family doctors
together with dentists, nurse practioners, speech pathologists, physical
therapists and other health professionals. By cooperating on treatment, pooling
resources and sharing overhead, health centre reduce costs, improve access and
take a substantial burden off local emergency wards. Romanow says: "No
other initiative holds as much potential for improving health and sustaining our
health care system."
