October 21, 1998 Scott was
driving from Corpus Christi, Texas towards Padre Island on the JFK
Causeway in the southbound lanes, a Chev Blazer being driven by Joes Luis
Flores which had just left Farah's bar and was northbound in the in the one
way southbound lanes. The Blazer drove the wrong in the direction over the JFK
Bridge and curved to the right continuing north on the wrong side of a four
foot barricade that separates the north and southbound lanes. It was at this
point that the collision report indicates that Scott realized that the
lights coming at him were on the wrong side of the barricade and attempted
evasive action to avoid the collision by cutting hard to the right, but then
Flores turned left causing the head on impact. Scott was killed instantly,
Flores from information on the collision report died almost an hour later at
the hospital. Flores's toxicological report indicates that he was high on
cocaine and alcohol. It has been estimated that because of the time between
the time of collision and his death and that during that time he had been
given intervenes fluids that would have diluted the amount of alcohol in his
blood that his Blood Alcohol Concentration (BAC) at the time of the collision
would have been over 0.20 and not the 0.13 at his time of death ( 0.20 would
be twice the legal amount then in the state of Texas ... note that Texas has
now lowered their legal limit to 0.08 )
