Since 2002, registered charity CARTS has brought food and clothing, love and compassion to the dozens of people who live on the streets of downtown Victoria. Every week volunteers have loaded its fleet of carts with donated coats, toques, socks, sleeping bags and blankets, sandwiches, bananas, vegetable sticks, a seasonal beverage, cookies and other treats, and made a circuit in downtown looking for cold and hungry people, at a time of day when most building-based aid agencies are not open.

In summer 2010, CARTS took a break to reassess its role. As of December 2010, they have switched from Friday evenings to late Sunday afternoons.
