Okay, it's a good thing that Clement is really romantic, or this wouldn't work...
To review, here are the players, and the length of time for each to cross the bridge:

First, Clement and Nancy cross together holding hands (okay, the holding hands part doesn't really matter, but Clement probably would hold her hand) with the flashlight (2 minutes).
Then, Clement takes the flashlight back across the bridge (poor lonely Nancy!) (1 minute, 3 minutes total so far).
Tim & Toni then head across the bridge with the flashlight, also holding hands (that doesn't matter either, but a little romance never hurt a puzzle) (10 minutes, 13 minutes so far).
Nancy, missing Clement, takes the flashlight back across the bridge, searching for him. Tim & Toni smooch on the other side. Sigh. (2 minutes, 15 minutes so far).
Clement and Nancy, reunited at last (sigh again), cross the bridge to Tim & Toni who are still smooching (2 minutes, 17 minutes so far).
All 4 are now on the far side of the bridge, 17 minutes later!
